Expenses
What the business spent outside its purchases, each with the receipt behind it and the person who approved it.
An approver and a receipt reference are required, not optional: a claim without them is one nobody can substantiate at audit, and it is refused before anything is written.
Tax that cannot be reclaimed is part of the cost, not an asset.

Counting the petty cash box
The count plus the vouchers should equal the float. The difference is recognised now rather than absorbed into the next reimbursement, which is where a persistent shortfall goes unnoticed for a year.
