The cheapest quotation is often not the cheapest goods. Freight is charged on what fills the container and duty on the value that arrives, so the quotations are costed together and ranked by what they land at.
What somebody asked to buy
A requisition carries who asked, what for, and against which cost centre. A request with no reason or no lines is refused — those are what make it reviewable, and the point of it is that somebody other than the buyer can see it.
One container's costs, shared across whatever is in it. Each is spread on the basis it is actually charged by — freight by volume, transport by weight — which is the same engine a real shipment is costed through.
